re: the Gainax Bounce: I would contend that Gunbuster popularized it, but didn't introduce it.  The Bounce was featured in the Daicon IV Opening Animation (1983), and also briefly in "Wings of Honneamise" (1987).

The list IMO is kinda off. There are so many great iconic characters that should've made it to this list (Saint Seiya, anyone?)

Yeah, I think I would include at least one Matsumoto heroine, probably Maetel from GE999.  She is certainly an iconic character.  Maybe she would rank among the next ten.

As far as Mikimoto heroines go, I'd choose Lynn Minmay over Noriko if we're talking iconic.  The "GAINAX bounce" first showed up in Daicon IV, and Minmay inspired other anime pop idols like Eve Tokimatsuri and Sharon Apple.
