Bill is a cool character from the books. Bill Weasley, the eldest child from Arthur and Molly (Ron's parents). Bill and Charlie---the second oldest---haven't been shown in the movies at all. The producers skipped them early as if they didn't exit.
I could see the rationale early on. The two were grown up and away from Burrow early into the book series so the movie producers didn't really need them.
But Bill has been getting some face time in books 5-7 as a member of the Order of the Phoenix. Unfortunately, it looks like he won't be in the movies.
Unless they include a surprise cameo in HBP, that is.

Btw, HBP is one film. They're splitting up Deathly Hallows into two films because Daniel Radcliffe, Rupert, Emma and the producers don't want to omit anything from the final book. No cuts for that one so split it into two films.
Which sorta contributes to our discussion. Totally agree, Tbones. Saying the same thing from this comfy quarterback couch over here. Insert Dobby a few times starting with HBP. Even if it's minor scenes, it gives a reference.
I'm not sure if they'll even do Bill. Doubt it...Bill and Charlie don't exist in the movies.
Dave Legeno will play Fenrir Greyback...so his character is still in the films.
