Just curious. It seems odd that Toei would put the second one up but not the first.

The answer has to do with digital masters given to Toei USA from Toei Japan as far as I'm aware.

All the shows that went up for streaming had preexisting masters for streaming. (Minus pretty cure, which was just VHS tapes from a subtitled airing in Hawaii (I think it was Hawaii) digitized quickly.

Minus Pretty Cure (as I mentioned above) they were all masters from some old prototype Toei Japan service (hence why they all look like crap, they are from a long time ago.) Adventure 02 was part of that service, Adventure wasn't (sort of like how Adventure 02 had DVDs for years before Adventure did, Toei started DVDs with Adventure 02 and Adventure waited a few years for a boxset.)

So Pretty Cure was just digitized quickly, the rest had masters that were tossed to Toei USA for subtitling, and that was that. Little real work to be done. Adventure would have required actual work and some semblance of a budget.

Justin Sevakis also has said on the topic for when ANN uploaded 02 that Disney apparently still has the rights to Adventure... Weird, I know, but like he said "It all goes to Disney eventually", and that company can be weird when it comes to stuff like this.

Or they got them when they got Saban and don't know what to do with it-much like Eagle Riders/Gatchaman II.
