I've seen Rasputin featured as a character in at least 3 anime/manga - Raimuiro Senkitan, Blood+, Dance in the Vampire Bund.
Are there any others I've missed. He's depicted as an antagonist with mysterious/supernatural powers usually - is this how Japanese usually view Rasputin?

He's also an antagonist in the excellent PS2 video game, Shadow Hearts: Covenant. Your description fits his characterization in this game as well.

He was involved in Master of Mosquiton, quite memorably. It's a silly comedy though, so although he fits the rough description there are also quite a few liberties taken.

Rasputin appears also in Orpheus no Mado (http://en.wikipedia.org/wiki/Orpheus_no_Mado).

So things like 'Rumours circulated that Rasputin was a great prophet and healer,' 'The suspicious monk curried favour with the the Emperor and Empress consort of Russia,' 'Poisoned wine could not kill him,' and so on are read also in Japan. Therefore when writers of anime and manga use Rasputin as a character in their works, it is probable that they increase the vector arrow size a bit and depict him as a person (especially, a bad guy) with mysterious/supernatural powers.

I could be wrong (its been ages since I got into Russian history), but wasn't Rasputin one of those people (like Blackbeard) who just refused to die? If memory serves, his assassination involved stabbing, shooting and poison, then the assassins threw his "corpse" into the river - but the autopsy showed he actually died from drowning, not from the poison or injuries. So he was still alive when they threw him in the river . . .
In light of that, some rumors of supernatural powers can be forgiven. And if he really was into hypnotism . . . well, there are just some people in history who raise red flags simply by existing

He is a dark devil summoner and time traveling android in both of the SMT: Raidou Kuzunoha games. That's about the only thing I've seen him.

So please think that stuff like Prince Yusupov's having shot Rasputin is included in the 'and so on' part.
