Ever watched an anime which was clearly meant to be an ecchi fanservice show and yet the character designs didn't seem fanservice-friendly or sexy enough?
Conversely, ever watched an anime where the character designs seem like the characters should be in some sleazy ecchi fanservice show and yet the show barely has any fanservice?

The former usually seems to occur in fanservice parody shows where the whole joke is that they are trying to play up as sexy something that clearly isn't (see Kemeko Deluxe!).

First show I thought of was Oniichan no Koto Nanka Zenzen Suki Janain Dakara ne—!!. Although I enjoyed the show overall for its comedy, the fan-service revolving around its tall, lanky, and "noodley" character designs really didn't do anything for me and sometimes even detracted from my enjoyment.

Allowing for the fact it has been about 5 years since I have watched this, my entry for the vice versa catagory is Divergence Eve & Divergence Eve: The Misaki Chronicles. Looking at the covers, looking at the character designs, and watching the OP/EPs (especially for DE:MC) the impression is pure sleazy ecchi. I remember the show itself as being relatively tame on the fanservice. Apart from a couple of scenes in the first half of the series, the character designs and costumes were kind of ignored IMHO. I think there was more fanservice in the MC half of the show, but it was still unexpectedly tame.

Even in the review of DE - Disk 3, Chris Beveridge wrote in the summary, "If you've written this series off as pure fanservice due to the big bazongas that you see on the cover, you've probably failed an Anime 101 test."

For me the clear winner would be Eiken.
I am definitely not a fan of those ginormous, humongous, boob-like things.

Daphne In the Brilliant Blue.
Now, if you consider the uniforms themselves to be fanservice then the show will not qualify as having barely any fanservice. But other than that it is not a fan service show. It has a real story and character development, especially Maia.

Good description.
