Nothing known. Really, really hoping this is another season of the TV series. I'd be far less excited about a movie. It's going by the name 攻殻機動隊 ARISE.

Apparently Tow Ubukata, the writer of Mardock Scramble, is writing whatever this will be and Kazuchika Kise is the chief director. Aside from being one of the animation directors on Evangelion 1.0 I'm not very sure who Kazuchika Kise is.

Ghost in the Shell: Stand Alone Complex streaming for free as promotion
Bandai Visual announced on Friday that it will provide simultaneous worldwide streaming for the project launch event of Ghost in the Shell Arise, the newest series in the Ghost in the Shell anime franchise. The company later confirmed with ANN that English interpreters will be present at the event, so the streaming will be available with English audio. The launch event, which was previously announced (http://www.animenewsnetwork.com/news/2013-01-15/ghost-in-the-shell-arise-anime-to-launch-in-2013) on the official Ghost in the Shell Arise website, will begin in Tokyo at 9:00 p.m. (7:00 a.m. EST) on February 12.

Staff guests will include chief director and character designer Kazuchika Kise, series composition and scriptwriter Tow Ubukata, and Production I.G co-founder Mitsuhisa Ishikawa. Special guests will include Satoshi Endō from Kadokawa ASCII Research Laboratories Inc. and Takeshi Natsuno, professor at Keio University's Graduate School of Media and Governance...

More information, reproduced here since not everyone reads the solicitation threads.
It will not be a TV series. It's four 50-minute episodes. Color me very disappointed, as I was holding out hope for a SAC-like 2 cour TV series.
It will cover the Major's time in the army, which at least is a very interesting topic.
Also... the seiyuu have changed. Cast lifted from gigazine via MAL:
Kusanagi Motoko: Sakamoto Maaya
Batou: Matsuda Kenichiro
Togusa: Shingaki Tarusuke
Ishikawa: Dan Tomoyuki
Saito: Nakakuni Takuro
Pazu: Ueda Yoji
Borma: Nakai Kazuya
Aramaki: Juku Ikkyu
Sakamoto Maaya is a fantastic seiyuu of course. And I'm not one to knee-jerk reject cast changes for older or long-running franchises.
But man, I at least would have wanted Tanaka Atsuko to come back as the Major. She's certainly not too old for the role. It's not like a Sailor Moon reboot where I certainly don't think we need to hear the original seiyuu coming back to voice cute little teenaged girls. There must be some other reason she didn't - perhaps this story goes far enough back in time that the Major really should have a younger voice. or she simply didn't want to/wasn't available.
It'll be just as weird not to hear the great Yamadera Kouichi as Togusa. That's one of the most distinctive voices out there. But again, if he's young enough, it seems justified.

A really interesting topic indeed, but it would have been way better to have a TV series.
Will see if the change of seiyuu will affect the show for me, if they are younger it won't affect as much.

I was hoping for a longer take on it like Stand Alone Complex, but I guess this is better than nothing.
I don't like that they're recasting the Japanese cast. That's one of the few things that was kept consistent from the two prior adaptations of the property, and there's no real reason to change tradition like this.
At this point there's no telling if this will be licensed, but if it is (I'm sure FUNimation is looking into it at the very least), I hope as much of the original cast from Stand Alone Complex and related dubs is kept. I don't know when the last time Animaze did anything was (Code Geass is the last anime I can think of), but Bang Zoom! could just as easily get all those guys back. FUNimation is sadly probably less likely to send it over there for consistency than other companies would be, so maybe I should hope for Sentai for that reason. However, in the probably pretty likely event that FUNimation does pick it up, I could see the fact that even the Japanese recast everyone for the first time would be a justification FUNimation could use for recasting everyone and keeping it in-house.
Seeing Motoko's earlier days will be interesting, but at this point I think the Ghost in the Shell news I want to hear most (after this being licensed, of course) is still probably more Stand Alone Complex. Sure, there doesn't seem to be as much hope at this point as there may have been before, but Innocence came out after Stand Alone Complex started, so it's not entirely unprecedented.
