Decisive choices for me would be:
Hisami Hishiishi (hard to beat her as far as moe is concerned)
Nanoha Takamachi (go Nanoha!!! She does strike me as more moe than Komugi too, though)

Henrietta -- even if she was a cold-blooded assassin, she was uber-moe.
Aria -- Viola's too genki to be moe
Saegusa Miko -- went on looks
Miyu -- went on looks
Chiriri -- went on looks since I've never seen Happy 7
Karen Onodera -- onegai moe!
Aoi Sakuraba -- proof that moe extends past the age of 18
Primula -- Ruri-style moe!
Fate Testarossa -- UBER-BADASS MOE!!!!
Nanoha Takamachi -- she may be a Sakura clone, but she's still just as moe
Lumiere -- Yotsuba? Moe? Really?! Yeah, um.... okay...
Yucie -- because Yayoi is not moe at all

Aria - More SP votes even though I havent seen it... maybe I should >_>
Saegusa Miko - Eh, neither one really did much for me.
Miyu - Moe AND a sexy vampire = win.
Nami Kotobuki - Happy 7 has fun designs
Karen Onodera - Easy... havent seen RODTV but would probably still be easy anyway~
Amelia Wil Tesla Saillune - JUSTICE!
Primula - So easy. Shoulda used a cap of her in her nekomimi-maid outfit from that one ep XD
Fate Testarossa - I hate to vote against Coco in round one, but, cmon. It's Fate. FATE!
Komugi Nakahara - Sorry Nanoha, this was tough but Fate will have to carry the MSLN banner. Komugi is just waaaaaay too moe to vote against.

Okay here are my picks. In the future maybe I'll post comments, but I'm too lazy right now. In any case Primula vs Ran was an unfair fight. I mean even for her own series she's well too generic to be moe or well well anything. Ah well.

Aria is the most moe character in Sister Princess--and that's saying a LOT.
I always found Amelia very cute, and I never liked Aoi.
I haven't seen much of Shuffle, but I've seen enough to give a vote to Primula. I always thought the characters designers of Angel Tales screwed up Ran's look anyway. She looks more creepy than cute.
Nanoha gets the vote based on what little I've seen of her show. Komugi isn't moe--she plays moe on TV. /images/graemlins/tongue.gif
Yotsuba--again, the Sister Princess effect.
Yucie--Yayoi is the designated anti-moe of Happy Lesson

My votes went as follows:
Henrietta (Gunslinger Girl) - voted based on familiarity
Aria (SisPri) - Chris Beveridge said it best in his review of Sister Princess Vol. 4 when he wrote this (http://www.animeondvd.com/reviews2/disc_reviews/3891.php) about Aria: Watching Aria do stuff is like watching molasses in Victroian outfits being injected with helium. That, combined with Mariela Ortiz's discription on why Aria acts the way she does in Sister Princess Vol. 5, was more than enough reason to vote for her.
Momoko Asuka (Ojamajo Doremi) - voted based on looks.
Miyu (Vampire Princess Miyu) - Moe is not the first thing that pops in my head when watching Slayers.
Chiriri (Bottle Fairy) - Like my vote for Kururu, that picture of Chiriri screams "moe" (and also "Kawaii!").
Hisami Hishiishi (R.O.D. the TV) - I'm glad someone nominated Hisa because when I nominated Anita King, I completely forgot about her best friend Hisa. Hisa definitely has moe characteristics, more so than her opponent.
Aoi Sakuraha (Aoi Yori Aoshi) - Moe is not the first thing that pops in my head when watching Slayers, plus Aoi is a epitome of a moe chaeacter, so this was an easy choice.
Ran (Angel Tales) - voted based on looks.
Coco (Melody of Oblivion) - I haven't seen Melody yet, but Newtype USA recently had the Official Art of Melody of Oblivion, and they printed a description of Coco. That was enough to vote for Coco. I'm not familiar with Fate (I wonder if she's related to Teletha Testarossa of FMP), so I went with Coco.
Komugi Nakahara (Nurse Witch Komugi) - Komugi is one of my favorite characters (even though I didn't like Soul Taker), so I couldn't vote against her. Plus, a Komugi-Ruri matchup is too delicious to pass up. Talk about a contrast of personalities, if the Komugi-Ruri match happens, it could be the moe version of this year's Cotton Bowl.
Lumiere (Kiddy Grade) - I'm with Splitter on this one: Yotsuba? Moe? Are you seroius?!?! I watched Sister Princess hundreds of times and I cannot find anything that Yotsuba said or did that made her moe. Easy chioce.
Yucie (Petite Princess Yucie) - This was a vote based on familiarity, but IMHO it doesn't matter who wins this because either one of them will lose to arguably the best mascot character in anime history - Dejiko of Di Gi Charat.

That was the toughest one for me, too. I went with Hisami. I won't be able to show my face around Karen any more.

If you think that's evil, wait until you see one of the matches for the second round of Group IV. While I already made my choice of who I'm going to vote for, I still find it evil that those two are up against each other so early in the tournament.

I've removed Mina Kotobuki from the Tournament as there is too little difference between her and Nami Kotobuki. I'm presently working on a replacement for Mina Kotobuki.

I've made my decision. Valkyrie of "UFO Ultramaiden Valkyrie" (*ugh* Where's my ADV voodoo doll?) will take the vacant spot.
This poll closes soon, and with it, Round 1 will be completed.

Hmmm...I would consider this a big upset. I was hoping that little Aria would carry the banner for Sister Princess, but obviously that won't be the case. And despite having 10 nominations in this tournament, SisPri is not faring as well as I hoped, already with three of their truly "moe" characters (Karen, Sakuya, and Aria) eliminated in the first round. Now all the weight of Promised Island falls on the little shoulders of Kaho. Will Kaho handle the pressure and move on in the later rounds? Or will she stumble like Sasha Cohen in the Olympics? (Knowing Kaho's nature as a klutz, it will most likely be the latter. /images/graemlins/sdsmiley.gif)
Also, no surprise that the two Slayers entries were knocked out of the tourney, but I'm sadded that Komugi lost. Oh, well, at least my vote for Ruri will be less heartwrenching. /images/graemlins/catgirl0.gif

Just gonna comment on the ones I care about or find interesting:
Henrietta (Gunslinger Girl) 33 68%

- Well, this pretty much guaranteed Suiseiseki is screwed too. Damnit. Maybe next year... SOMEONE LICENSE ROZEN MAIDEN!
Miyu (Vampire Princess Miyu) 30 60%
Lina (Slayers) 20 40%
- Hah, thank goodness. Yay for Miyu!
Hisami Hishiishi (Read or Die the TV) 28 58%
Karen Onodera (Please! Twins) 20 41%
- I'm suprised, but then I remember how mind blowingly popular ROD TV is around here.

Ran (Angel Tales) 19 42%
- I'd say I expected a blowout of much greater proportions, but the whole unlicensed thing probably comes into play. She should take Naga in an absolute landslide, if the people voting aren't insane =P

- Hell yeah. As much as I hate to see Coco go, Fate is, well, Fate. Awesome to see her advance. She SHOULD take Shampoo easy, which will likely leave Primula vs Fate. I'd liek to think Fate would win there, pitting her against... looking at the bracket, likely Aoi. I'd love to see Fate win that too, but I doubt it. Seeing her reach round 4 would be nice. Still, even if she won there she'd have to go against... almost certainly Ruri, and thats not a barrier Fate can overcome.
Nanoha Takamachi (Magical Girl Lyrical Nanoha) 26 54%

- Poor Komugi, but at least she lost to some great competition. Heh, man I had to look at the bracket and check what was up, but no, it isn't Fate vs Nanoha next. Wouldn't that have been... interesting? /images/graemlins/sweat000.gif Nanoha is going to get utterly demolished by Ruri though.

Marie is still in the tournament over in Group III. I'm not sure if she'll survive against Hotaru Tomoe though.
Haruka is awaiting her first battle in Group VI, but it's against Kirie Kojima from Girls Bravo.
Mamoru is still in over in Group II. I think she has a good chance of getting out of round 2 easily.

No kidding, two of them made it to the finals of the swimsuit contest and the others came damn close if I remember right. And they really don't wear swimsuits anywhere!

Well, you still have to keep in mind that Michelle got beaten in this contest by a significant margin, so just being from ROD TV doesn't imply invincibility.
Hisami won because she's very, very moe, simple as that (of course ROD being popular makes more people aware of that).

I wouldn't say Sakuya was truly moe, but Karen and especially Aria deserved much better. I mean Aria is so moe she's basically incapable of doing anything that's not moe. /images/graemlins/anger100.gif
