Well, I still can't get the search engine here to work just right, but I scrolled through several weeks of topics and found no such topic...
Anywho, what performances have sent that special, oh so excellent chill down your spine, and are almost a reason to watch a show simply because of the quality you saw in that one, or that dozen, role(s)?
Michael McConnhie as Michael Seebach/Schwarzwald
Ryuzaburo Otomo as Bear Walken
Nobutoshi Hayashi as Guts
Jouji Nakata as Alucard
Takehito Koyasu as LeBlanc
Ayako Kawasumi as Lafiel
Yuka Imai as Jinto
Aya Hisakawa as...ANYTHING
Kazuki Yao as Bunshichi
Shinichiro Miki as Kouji(his narrator lines)
Unshou Ishizuka as Void
That's all I can think of for now(on my part), what are your's?

There's many I could think of, but just a few on my mind right now:
Misty Daniels as Sae Sawanoguchi (given... part of the reason why I enjoy MUC so much and a certain someone is my favorite character, which is saying quite a bit for me)
Nana Mizuki AND Jessica Boone as Rue/Princess Kraehe
Takahiro Sakurai AND Chris Patton as Fakir
Motoko Kumai as Li Xiaolang
Miyuki Sawashiro as Shinku
Jessica Boone as Misaki Suzuhara
Steve Staley as Harry MacDougall
Luci Christian as Wrath
Rumi Kasahara as Misao Amano/Pixy Misa
Yuriko Fuchizaki as Dewey
Robert Buchholz as Hubb Lebowski
I think that's a somewhat good selection of some of my favorites (listing them all and this would go on forever /images/graemlins/sweat000.gif)

Kotono Mitsuishi as Misato was the first performance that really made me a fan of Japanese voice acting. She also made Eva special for me.
Misato is the best, most human & most complex character in Eva.
Kotono's acting in Sailor Moon Stars, particuarly the last half dozen episodes, from & including her emotional breakdown in front of Seiya, makes her my #1.
People might not like Hikaru Hiyama in the the first Kimagure Orange Road movie "I Want to Return To That Day", but Eriko Hara's performance of her emotional turmoil and stalking Kyosuke is spine-tingling.
Sumi Shimamoto as Kyoko Otonashi, during her confrontation with Godai in the bar, over Kozue and afterwards.
Miki Fujitani's voice acting as Kaoru Kamiya in Reflections is more subdued, but also very human - rather than a cartoon character. Kaoru's quiet sadness & longing are very evident in her voice.
Honourable mention to Maaya Sakamoto in GitS:SAC for her conversations with Batou & the blue parka guy. Iwao Junko in Devil Lady & Kenshin OVAs. Noriko Hidaka as Noriko in Gunbuster particuarlygrieving over the death of Smith, Kinuko Inoue as Electra in Nadia confronting Nemo at gunpoint .

There are many great seiyuu and VAs and I love lots of em, Kotono, Hisakawa, Carrie Savage etc but -
Leading the *clinic* on voice acting:
Iwao Junko as Mima - Perfect Blue, Jun - Devilady (the cheesy show would have sunk without her) and Tomoyo Daidouji - CCS

Kirk Thorton - Brandon Heat (Gungrave), Hachimaki (Planetes), Jin (Samurai Champloo)
Julie Ann Taylor - Ai Tanabe (Planetes)
Laura Bailey - Marlene Angel (Blue Gender), Torhu Honda (Fruits Basket)
Christopher R. Sabat - Armstrong (Fullmetal Alchemist), Piccolo (Dragon Ball Z)
Vic Mignogna - Edward Elric (Fullmetal Alchemist)
Jay Hickman - Itsuki Kisaragi (RahXephon)
Mary Elizabeth McGlynn - The Major (GitS:SAC)
Crispin Freeman - Alucard (Hellsing), Alex Rowe (Last Exile)
Johnny Yong Bosch - Vash The Stampede (Trigun)

Ayako Kawasumi as Lafiel in Crest/Banner of the Stars
Kari Wahlgren as Lavie in Last Exile
Allison Keith as Misato in Neon Genesis Evangelion
Minami Takayama as Dilandau in Escaflowne
And most of the English cast of Wolf's Rain, but especially Bob Buchholz and Crispin Freeman.
While I don't think the entire performance is the stuff of legends, Jeff Nimoy had one of the single greatest moments of voice acting I've ever heard in Trigun, where he played Wolfwood. The episode: Paradise.

Japanese: Minami Takayama as Dilandau in Escaflowne
English: Lia Sargent as Morgan in Ah! My Goddess the Movie

Just to name a few:
Monica Rial - Izumi Himuro (Princess Nine)
Hilary Haag - Ryo Hayakawa (Princess Nine)
Minami Takayama - Dilandau (Escaflowne)
Ayako Kawasumi - Lafiel (Crest/Banner of the Stars)
Jessica Boone - Rue (Princess Tutu)
Greg Ayres - Yuya Asou (Super Gals)
Kira Vincent-Davis - Miyu Yamazaki (Super Gals)
Luci Christian - Ran Kotobuki (Super Gals) and Duck (Princess Tutu)
Andy McAvin - Aion (Chrono Crusade)
Rachel Hirschfeld - Anita (ROD the TV)
Not the best acting per se, but Chris Ayres' performance as Kurono in Gantz is certainly one of the most memorable performacnes for me.
