Debatable. They may have been influenced by Utena, but it existed before.
For one see Clarabelle Cow (http://stp.ling.uu.se/~starback/dcml/chars/clarabelle.html) in the 1930s Disney cartoons. I could be wrong, but I pretty much remember at least one cartoon where wearing the cowbell becomes a fashion thing because of something Clarabell did.
I can't find a more detailed reference, but I can recall at least a couple of cartoons with humans wearing cowbells as fashion.
And I know I've seen at least one comic where someone turns into a cow (pre-dating Utena) that was done as a parody of Kafka's story.
And I recall reading some parody fantasy stories pre-dating Utena with "werecows."
There are festivals in Europe and Latin America where folks wear cowbells, etc.
Influence sure, but to call plagiarism is a bit much.

Copyright 1999,2000,2001,2002,2003, etc." right before a comic she made and has on the site.
Also, and I don't have time to go into detail now, this is going far beyond "Utena had cowbells as a fasion statement and so did this." There are a lot more little things being copied.

When I think about it, Veronica's basic deal is that she overreacts to status threats and ends up looking silly. Since she's the fashion-beast rich-girl type, it's only natural that there would be a story involving her going too far in the fashion arena.
Now this could be done with clothing, or accessories. In the case of accessories, the most logical route to humor is to have her wearing some accessory that is inappropriate to humans. But there aren't so many of those, and there are problems with most of them. A horse's bridle just doesn't fit humans, and a dog collar and/or leash is much too fetishistic for an Archie comic. Likewise, a bull's nose-ring would raise issues of piercing that an Archie comic isn't going to go into. When you get down to it, the only nonhuman accessory available is the cowbell. And at that point, the wordplay just automatically moooooves into the story.
I mean, when you take everything into account, it's a wonder every Veronica story does't involve cowbells.

I think you're stretching more credibility more by trying to excuse it than the idea that it could be based on Utena.

When you think about it, it's not exactly an original plotline is it?
Rich and/or popular girl wears something wierd, etc. Heck I've seen similar wierd thing worn becomes fashionable plots in the old American magic shows like Bewitched, etc.
And on the cow changing theme. There's the episode of UY about Lum turning into a cow. And on that note, Takahashi has acknowledged in the past her borrowing some of the central character dynamics from Archie comics.
It's just silly referencing which many shows and comics do both ways across and within cultures.

I'm really not sure of any Utena allusion. Certainly there are plenty of themes that could be 'borrowed' from Utena and put into another product involving two girls that would be more noticed than a cowbell.
To an American audience, the mental pictures I would first expect to be refrenced by a cowbell would be 'strange, backwards, perhaps a little slow', (i.e. the cowbell as a vision of country backwater). Certainly something 'out of place', which seems to be what is intended here.

I was wondering how they managed to get a Utena refernce in an episode of "Archie Bunker's Place", or "The Jeffersons" /images/graemlins/sdsmiley.gif. I've never been a big comic reader so i didn't thinkof Archie and Jughead until i read the actual post. Still the idea of a Utena reference in All In The Family has much comic potential /images/graemlins/sweat000.gif

The idea actually came from an episode of an anime ("Revolutionary Girl
Utena") that I saw. It went a different direction (definitely a *surreal*
one!) than I took the story, but the germ of the idea was there. The point
of my version of the story was kind of a stab at how people sometimes get
caught up in fads that are rather ridiculous. And Veronica is prone to
that. Plus it was a vehicle to see how many bad puns I could slip into it.

Well, she admits the influence, but doesn't see it as plagiarism. Personally, I think it's too close for mere influence, but since she doesn't actually copy word for word sections of dialogue, I don't know that it would actually hold up in court. You can't copyright ideas or plots.
(Interestingly, if the comic came out in 2000, she wasn't watching R1 releases.... /images/graemlins/catgirl0.gif)
The thing is, as comitted to Utena as you are, and as (justifiably) disgusted as you may be, this isn't really your fight, Monika. It's a matter for Ikuhara and Saito and their publishers, and I'm not too sure they'd regard it as a significant infringement on their copyright, or just an amusing variation on the typical doujinshi scene.

I've posted my reasons for disgust on the RBT non-blog. I'm disgusted because she did a terrible terrible job parodying Utena. I take the parodying of Utena very seriously, and I believe that is my fight by right.
Any fighting words in the page I linked were put there to guard against Archie people bitching at me for hosting their work.
Semi-coincidentally, I stumbled upon this while working on another parody (http://uncyclopedia.org/wiki/Sandman) (with lots of references to the source material, of course.)

'Borrowing' gags is hardly new - all comedians do it. I'd go easy on it, chill out, etc. It was funny but not exactly an important part of Utena - basically a single joke idea.

Ah good. I'm always paranoid that stuff I'll make in flash won't work.
That also reminds me that I need to make the html version of the new site at some point. Well, it'll either be something I don't have time for or something I do while I'm procrastinating... Stupid work and stuff...

The idea actually came from an episode of an anime ("Revolutionary Girl
Utena") that I saw. It went a different direction (definitely a *surreal*
one!) than I took the story, but the germ of the idea was there. The point
of my version of the story was kind of a stab at how people sometimes get
caught up in fads that are rather ridiculous. And Veronica is prone to
that. Plus it was a vehicle to see how many bad puns I could slip into it.

Emailing the author asking "out of curiosity, has anyone called you on 'She's too Bossy'?" I would say yes, counts as doing nothing.
It's technically "doing something" in the same sense an email to CMX going "Dude! Did you notice you drew panties all over TenTen? That's kinda funny." is doing something about it.
