are you someone that just thought about all kinds plot lines that they favored. . .or have dvds you just luv for the certain art work skill. Im looking for action and ecchi and romance and maybe involving samurai.. just see what you can do n I deeply appreciate it.

Not sure I entirely understand what you're looking for but it sounds like Soul Taker may fit the bill -- very nice art and cheesecake with superhero-ish fights. Check out Petite Cossette for something more romantic from the same artists but more in a horror vein.
If you haven't seen them, pick up the classic Ninja Scroll and Wicked City -- less arty but more action. I should warn you, however, that these contain rape scenes.

However, they're ninjas, instead of samurai.

Gankutsuo is very artsy. Doesn't have those other aspects you're looking for though. Ditto for Voices of a Distant Star.
Samurai 7 is also awesome, again nothing ecchi.
The Utena movie is a visual trip and should fulfil your romance quota.
Voices of a distant star should get a mention too as an artistic feat because it was created by one man.

Here's the AoD review (http://www.animeondvd.com/reviews2/disc_reviews/1985.php) too.
There is also series like Serial Experiments Lain, and Boogiepop Phantom which carry with them a very unique artistic style, but judging by your preferences may not fit what you are after, both are slow and psychological.
Action ecchi romance and samurai aren't really the kind of genres that lend themselves to artistics. I guess it all depends on what you are ultimatly looking for.
Princess Mononoke has fantastic art, action, romance and samurai-types, but it's not ecchi. It has the most graphic violence of any Miyazaki film.
