Is the Disgaea anime any good?

It starts off a bit meh, but does improve and get better. I consider it decent myself after seeing six episodes. Heck to be honest the main reason it was meh at first was simple. The anime is an alternate telling. In other words don't expect a clone of the game. This was jarring at first, but if you accept this fact then you may be able to enjoy the anime. However if you want a clone of the game, you'e out of luck.

How is the animation in it? Is it at least decent?

Err honestly I don't consider myself a good judge of animation, but I was never really bothered by it per say. I think it's best judge for yourself anyway. Especially since people do tend to mix up animation and artwork.

Well it's always been my opinion that animation includes artwork.

It starts out ok, but get's really bad after a few episodes. Bit of a disappointment IMO.
