I was recently told about an anime that sounds really interesting. It involves a young man who goes to visit his cousin who works in Tokyo. This is where it becomes fun. Apparently the cousin's job is to schedule the distruction to Tokyo by various monsters and to fine those who either do not destroy the right area or who do not apply for a permit. Does anyone have any ideas of what the title might be?

I think you are thinking of the webcomic Megatokyo and not an anime. Though your descrition of the plot is not entirely correct for Megatokyo either, enough of the elements are in there to lead me to think this is what you are thinking of.

In Megatokyo Piro and Largo max out their credit cards (while drunk) and fly to Japan where they realize they have no money and no place to stay. Piro lucks into a job at an anime store and Largo manages to become an English teacher. The main plot revolves around Piro and Largo's relationships with a set of, I think 4, girls (and a Playstation 2 accessory). There are references to scheduled 'events' where giant monsters destroy things, or evil overlords try to conquer the city and a whole section of the police force that regulates such activities. And Ed and Dom, hired assassins who seem to work for Sony.

Miho = Evil. Cute.

It also sounds very vaguely similar to the beginning of Tenchi in Tokyo perhaps. *shrugs*

It probably was a parody of an actual anime.
