2007 is still a long ways away, but I'm deciding on new rules, concepts, and ideas for the tourney.
The old way of having any character is eligible to participate is out. The new requirements:
1. The character must have been a part of a video release from Jan 1, '06 to Dec 31, '06.
2. The tournament will feature only 3 brackets instead of 6. The brackets are Japan (all R2-JP releases), U.S. (all R1 releases), and International (everyone else). A character can qualify for multiple brackets, but can only participate in one. The finals will feature only 3 characters instead of 6.
3. The video release must be the first run for a format within a region.
(Thinpaks, boxset re-releases = NO. First run on HD-DVD or Bluray, even if it's been on DVD or VHS before = OK. First run in R2-EU, even if it's been out in R2-JP or R1 = OK.)
4. Characters must be female. (But not necessarily human.)
Everything else will probably remain the same. If you have any ideas or questions, feel free to reply.

I think Moes are too pathetic to fight eachother. How about Moe from the Three Stooges? He would tear through the competition.

Someone needs to watch Nanoha. Or Rozen Maiden. Or Higurashi /images/graemlins/sweat000.gif. Or My~Otome. Or any show with "cute little girls" who are indeed quite deadly.

Mmph, too confusing and/or restrictive. Especially the international... who would even be eligible? How many releases in, say, the UK come out before the R1s? Or are you going to include all the Taiwanese/Korean releases?
It's just a very weird way to break the brackets up. Better would just be having two: Aired in Japan in '06, and R1 in '06.
And even then lots of shows started in late '05 and ended in '06 so then you have issues of where the cutoff is, and it's not like going by the R2 DVD release rather than broadcast would change that.
For characters that fit in both (say, Shana), who makes the decision about whether they go in R1 or R2?
It's a problem inherent in running this thing outside Japan, of course. There's what's new in Japan and what's new here, and they can range from months apart to years apart, so comparison is hard. And throwing international into the mix muddies it completely. Licensed and unlicensed may be a bit better, but then you get the shows in limbo that haven't been released yet, so they can't stand up against established R1 properties. Maybe released on DVD vs unreleased on DVD, but then you still have shows with one disc competing against shows out for years.

You should consider adding a 4th bracket to the tournament. The uneveness of the brackets in this year's tournament was a major setback, and caused a lot of confusion.
Also, if possible, you should provide a brief character description of the participants, especially for the R2 contenders. This way people can get a general idea of what the characters are like, and thus would in turn increase voter participation.
Lastly, this year's champion (Kaho of Sister Princess) should automatically be entered in next year's tournament so she can defend her title.

I'd love to see the Higurashi girls give the SisPri girls a run for their money next year.

By these new rules the I believe the SisPri girls are ineligible. No new Sister Princess anime was released in either Japan or the US in 2006.

The last "Sister Princess" anime, "Sister Princess RePure" (which remains unlicensed) aired in 2002, nearly four years ago.
I ask the rules for the next Moe Tournament exclude any female characters that are not "moe." Some characters (e.g. Miyabi from "Ai Yori Aoshi") did not deserve to appear in last year's tournament.

Ah... yes, please let there never be another Moe Tournament where Naga the Serpent beats out Misuzu Kamio. I can't afford to cry like that again.

While I feel that we could get majority agreement or the appropriateness or lack thereof (given people taking it seriously and knowing at least a little about the concept, which isn't always going to be the case with open voting) on maybe 90% of all nominated characters, there's still going to be a lot of gray area. So it's pretty hard to make a list of "not moe characters" without causing much disagreement. So, nice as it would be, I'm just not sure it's practical.

Which is why I suggested that there should be a character description for each of the participants. I'm not saying that there should be a full-scale description, but a couple of sentences would be suffice. It could be something along the line of what Janice Williams does in the Guessing Games threads over at the English Track forum, where she describes the characters to be guessed. I think some form of description would help people give a general idea of what the character is like, whether he/she seen the character before or not.

Given that StroPani's Star Bright and Nanoha's Raging Heart were participants in this year's Saimoe Tourney, I think the answer to that suggestion is "no".
I think there's some misunderstanding. The concept of "First Release only" is based on a per region basis. If something is released in the UK or AUS for the first time, then she can qualify for the international bracket.

But can only be in one of the brackets at a time, I believe you said, so how is one to choose? The int'l bracket just doesn't seem to work.

Like last year, random chance will determine where they'll get placed. When the time comes we'll see who can fit where.
If 10 can only be in the INT bracket, 20 can only be in the US bracket, and 16 can be in either bracket, then, of that 16, 13 will go to the INT bracket and 3 will go to the US bracket. Thus resulting in 23 characters in both groups.
If anything, I can dig around for more names to even up the brackets as needed.

When did you plan on starting the Moe tournament? Will it start in January 2007 before the Anime Draft really gets underway? /images/graemlins/sdsmiley.gif

Just so you have the timeline on this, as of right now, AD2007 is slated for player signup to begin on the evening of 1/1/07, with quick polls starting on 1/8/06. I recall someone was talking about hashing out a schedule for all the games going on, but we'll see how things go with that...
