I'm trying to find this 1979 Lupin III movie somewhere, but its not been released on DVD anywhere as far as I can see.

It's not a Lupin III movie, it's a movie about Arsene Lupin. And by "movie" it's a TV special. Dunno if it was ever released on home video. Good luck!
