You know you've seen it.
Sakaki (AzuDai) with Necoconeco on her head.
Makoto Sawatari (Kanon) with that cat (I forget the name) on her head.
And here in my current avatar, Nishizawa from Hayate the Combat Butler, has a hamster on her head.
Are animals the ultimate fashion accessory for the heads of female characters?
Can you mention any other instances of animal headgear?

What about Marion/Jonathon in Kaleido Star?

Sana's mother in Kodocha had a constantly changing hairstyle, generally intended to house (or entertain) her pet squirrel.

That's a good one.
Sana's mother in Kodocha had a constantly changing hairstyle, generally intended to house (or entertain) her pet squirrel
I haven't seen that much of Kodocha, but that definitely counts.

The original show to feature this might be Sasami with Ryo-Ohki on her head.

Oh, I was expecting a hat with bunny ears or something.
I saw that in real life at a Suncoast a few months before it closed. I was walking toward the anime section, and I saw a bunch of otakus with their cat ear hats taking pictures of themselves being sooooooooooooo kawaii, and I was like, "Please God don't let them notice me."
Of course, it doesn't help that I was looking for Cardcaptor Sakura :sd:

I don't remember exactly, but doesn't Fuu (http://www.spookhouse.net/angelynx/comics/tn16-momofuu.jpg) from Samurai Champloo sometimes have Momo (http://www.spookhouse.net/angelynx/comics/tn23-momo.jpg) riding on her head? (It might just be on her shoulder, though....I don't remember and I can't find a picture of them like that)
Although it's a game and not an anime, Saphy (http://www.kogado.com/html/kuroneko/encore/char/char.htm) from Angelic Concert almost always wears a fluffy white animal on her head named Fukafuka (http://www.success-corp.co.jp/software/ps2/angelicconcert/) (I thought it was a hat at first, to be honest, until I saw its face).

I remember inside of her kimono more than anything else, but head-riding? I think it happens a couple of times, but not enough for a clear memory.
The other one I can think of is Negima!? and there's a few there. Chamo, the ferret, rides on the heads and wherever else of Negi and of the girls. Chachamaru had that iconic shot of her with pigeons on head, forearm, and back of hand. And while not an animal, Chachazero has been shown riding regularly on Chachamaru's head.

There's Diana on Chibiusa's head in Sailor Moon SuperS, as well. :)

I think so.
I saw this in real life in Harajuku - I'm not sure whether it's derived specifically from anime, or just an otaku-culture thing. But it wasn't an uncommon sight among the Goths and other visual-kei kids on a Sunday afternoon:

Akamaru the dog sits on Kiba's head in Naruto.
Mappy the mouse rides around on Pia's head in Dragon Half.
Of course, both animals can be used for combat, like the aliens in Alien Nine. :D

Tama from Love Hina has been known to adorn a head or two (usually Shinobu's, IIRC).

Piisuke in 1981's Doctor Slump always sported a cat-ears hat.
