See thats where it gets interesting to look at. In anime, a female character confident in being a woman is often looked upon as a slut or the "floozy" character. Urd, Faye, Haruko, Motoko, and so on are characters that don't pull the "I'm going to blush every five minutes when someone says panties".

The screwy thing is, the anime version of Minnie May is rendered almost completely neuter. You'd never know what a randy little thing she is unless you read the manga. I never really understood why the anime toned her (and other elements) down so much; it was an OVA, not a TV show, and presumably could have been as racy and violent as it cared to be.
