I assume by Shana, you mean the second season? Cuz season 1 has already been released by Geneon.
I think R&J has a chance to be licensed by FUNi, seeing as how they've licensed a lot of Gonzo stuff in the last few years.
Not sure about the rest.

Persona Trinity Soul - Very likely, if the game sold well. There are few better tie-ins for an anime.
El Cazador de la Bruja - If ADV straightens their business out, I see it having a very good chance. They got the other two girls-with-guns shows from Bee Train (Noir and Madlax).
Shakugan no Shana - I assume you mean season two? Geneon released all of season one, but now that they went under there's no easy assumption that season two will come over. I damn well hope so though, because it's become even better than season one, and that's saying a lot.
Romeo and Juliet - It's romance which is a strike against it, but it's also the most well known romance story in the English speaking world and maybe beyond. It's also Gonzo. If anyone gets it, Funimation will. Chances are good but nothing (this applies to all of the above too) is EVER set in stone.
I think El Cazador has a decent chance of getting picked up by ADV once they straighten out their legal situation, but that's it. I hold little hope of anybody continuing Shana, which breaks my heart. Romeo I've heard is a great production but it probably doesn't have the broad appeal needed to get it brought over in the current R1 market.

Funimation also said that they sent them out at the request of GDH though, not for themselves.
As to if those series might get licenced? Yes, there is a chance. How big of a chance, who knows?

I'd figure that they all have a chance, but I don't expect to see a lot of new licenses this year.
If you'd asked me a couple of months ago, I would have said that I expected El Cazador to get picked up by ADV... now, well, they've got to put their house in order first.
Shana doesn't seem particularly likely with Geneon out of the picture, but I have no idea how well the first season sold. If it did well and the license isn't uber-expensive, maybe someone will take a chance. Maybe not.
Really, it's the same with all of the shows... we just have to wait & see (and hope.)

Agreed, along with You're Under Arrest! II & the No Mercy OVA. BTW, while ADV did release the Mini-Specials & the movie, the first TV series was released by AnimEigo.

Nitpick: AnimEigo's release included the half-hour long (non-mini) last special as the last episode in the series.
