I know some of these shows aren't generally favored by most fans, considering their formulaic nature. But do some of you find one or two shows in the villain/monster of the week category that you really like?
Magic Knight Rayearth is one of my favorite Clamp offerings that had a monster of the week format. The episodes later on tend to shy away from the format, but the show still manages to be entertaining both with and without the protagonists facing off against a different foe. And I also really like the unique format set up in Hell Girl, where each episode concentrates on a completely different antagonist/protagonist.
Hmm, I'd have to go with and old school title, Ronin Warriors.

Oh, I love monster of the week shows. Grew up on 'em, can't get enough of 'em. For me, there's nothing cooler than seeing gigantic beasts trample cities - and then seeing giant robots beat the stuffing out of them. :)
My favourites are:
Mazinger Z
Great Mazinger
Getter Robo
Tetsujin 28/Gigantor (not many monsters, but loads of villains - and their robots)
Daimos
Devilman ('70s)
UFO Robo Grendizer
Combattler V
Voltes V
Science Ninja Team Gatchaman/Battle of the Planets
Tetsujin 28 ('80s) (plenty of monsters in that one)
GaoGaiGar
Zambot 3
Would Initial D qualify as a "villain of the week" anime?
...and Trigun feels kinda like a "villain of the week" anime at some points...
Finally, I have seen all of Sailor Moon, and half of Sailor Moon R, and those are the epitome of "villain of the week", and I still quite liked them.

Ha! Sailor Moon is still the bestest in this area. And of its weekly villains, Cenoshenta (the "glass slipper" baddie from a pivotal S episode), ruled all.

Sailor Moon was loaded with great villains of the week! I like the superfast cat/tree girl from the start of S, and the train girl from somewhere in SuperS, and probably a bunch more that I can't think of right now.

I haven't seen Initial D, so i can't really answer that. I mean, if in every other episode the main protagonist has to race against a different opponent, then I suppose a show like that would be considered "villain of the week".

Probably Speed Grapher. I mean, the villains in that one are so freaky and disturbing that they can't help but be memorable.

Trigun had my favorite villain-of-the-week, Midvalley the Hornfreak. I knew he was going to be badass from the moment I saw him on-screen, following Legato around. I was right.
My vote goes to Sailor Moon though as well.

How bad or good villain of the week is depends on how much of the episode the "villain" takes up and what the villain is like. Heck I find in many case the villain takes up like maybe 15% of the episode. Still it's hard to say if one is calling a villain of the week anime good because of how the villains are handled or how sparingly/often they are used in the episodes. As for favorite, I'd have to decide that later maybe.

Would Revolutionary Girl Utena count? It seems like she fights someone different in every episode even if they aren't "villians" in the traditional sense.

If it helps a little, I think the Wiki (http://en.wikipedia.org/wiki/Villain_of_the_week) explanation might help a little bit in defining what could be a VOW series (even though it may not be entirely accurate).
A lot of anime fans seem to think of the common examples of Sailor Moon, or Pokemon when it comes to shows like this, but I'm sure that as long as any villain is used once throughout the series, then it counts.

I loved that one!
Sailor Moon would be my answer. I particularly loved the villains when S started. The one I always remember is the episode that had Haruka getting her car worked on and then one of the cars turned into a villian and chased her and Michiru.

Mushishi Mushishi Mushishi Mushishi! I'm dead-serious about Mushi-shi. Not only is it the best creature of the week show of all time, I'd even go so far to say that it is probably the best anime show of all time. It's serenely beautiful animation, it's gorgeous visuals, It's like watching a painting. I fell absolutely in love with this show and I pray Hiroshi Nagahama will make another season of this show.

Mushi aren't villains, last I recall. Ginko never refers to the mushi as villains, so its safe to say they aren't villains. From a viewer's point of view, they could be subjected to the opinion that they are evil because of the things they do to humans and the impact of the enviroment. They are neither good or evil.

Yes, creature/monster of the week does count, but I actually meant to have them in the context of them being definite rivals to the main character(s).
Sorry if that wasn't made clear in the opener.

Sailor Moon
Devil Lady
Kino's Journey (i consider it a VOW show, with the villains being the evil within people and Kino encounters a new one each time)

As far as favorite villains goes, I'm going with Cowboy Bebop... definitely some villains I love to hate.
But for shear volume of villains, I would have to pick Inu Yasha.

No contest for me - Akazukin Chacha. Hilarious monster of the week based magical girl show with some personal faves (like Que-chan the vampire, the Hulk Hogan wannabe, the sushi chef, the rat thief, etc). It's old school, but it still makes me laugh every time I see it at how the villains always seems to be threatening, but then some stupid weakness ends it all. Magical Project S is similar in that way (another favourite of mine) but I prefer Chacha just for the humour, despite all being evil characters, it's definitely more of a parody than pure malice.
