"Hot Ice" Hilda from Outlaw Star . During one of Gene's flashbacks (IIRC, it's near the end of the series, from the mid-20's), Hilda is talking to Gene about something (it's from the hotel they stayed in earlier in the series), and you can clearly see that she was topless (even though the scene was quite short). I'm really not sure. At first I thought she didn't appear at all, and then I thought maybe she did appear briefly once or twice. ANN's lack of credits for her suggests she didn't, but its very possible just no one got around to adding her, especially if her only appearances were pretty late in the series. But I'm certain we never saw her painting in the first season.

Edit: I skimmed something's posts in the Memories thread and I didn't see Nagi mentioned in the 11 posts I looked at, though its possible I missed it, as I really did just skim, looking for anything mentioning Nagi, Hirono, or something about his sister.

While it's wholly possible that they should count (I'd not put it past either to regularly sleep in the nude... hell, I'd figure Hitagi likely did early in Bakemonogatari if not still...), I don't think the one instance we have so far really should be enough to call- if it were, you'd likely have to count EVERY character (or rather PAIR of characters...) intimately involved. AnoNatsu's Mio, for example, clearly states that she can't sleep any other way (which isn't surprising given how we see her wearing nothing but a stuffed animal when at home...), whereas the Fire Sisters just as likely could just have been too worn out (or comfortable) to bother putting any clothes on before falling asleep...
