I think one of the hotter looks in anime is the character with dark skin and light hair. Characters who look like that are usually exotic, sexy, playful or some combination of all three.
Sara from Hand Maid May, Aisha Clan-Clan of the Ktarl Ktarl Empire from Outlaw Star, Kaolla Su from Love Hina, Ku Fei and Zazie Rainyday from Negima, Quanzitta Marison of MADLAX, Yashima Sanae from Hanaukyo Maid Team, and of course the queen of them all, Urd from Oh My Goddess are just a few I can remember off the top of my head. I'm sure there are many more. And there are men with dark skin and light hair as well, like Akio from Revolutionary Girl Utena and Scar from Fullmetal Alchemist.
Yashima is one of my favorites. She has red eyes to go with the dark skin and light hair, and her fantasies about her beloved Konoe-shama make her so much fun. So, you folks have any favorites?

Mihoshi (and a few others) from Tenchi have the look too. But I prefer Caldina from Rayearth. I love dark skin in general and the extra exotic look of light hair can look very striking.

I can't believe I forgot to mention the Princess of the Demon World with elegant beauty and fantastic magical powers. She's one of the great characters in anime.

Although most of the examples I can think of off the top of my head have been taken, I'd like to say that this is my absolutely favorite physical appearance type in anime of all time. :nosebleed:

Other than the ones that you've mentioned, the one that comes to mind is Yuuka Saotome (Suzuka). Sure she's not the cutest character (Miho wins that hands down) but she is definitly hot. :sdsmiley:
