Although they are often over-used, I find tear trails (particuarly), tear tracks & exploding teardrops effective for making my eyes water in sympathy with a character.
Tear trails remaining for a second when a character's head has left the screen can be very emotional if I'm in an empathic mood. (OTOH over-crying can harden me against a character).
What teary scenes do you find most memorable & moving?

Hmm, I don't think it has any of those specific depictions of tears, though it does have welling up...
Figure 17: When Hikaru confesses to Tsubasa after Tsubasa cuts herself off following Sho's passing. That was a very powerful exchange for me especially the first time that I saw it. Also one of the final scenes of the series when Hikaru separates from Tsubasa after being Figure 17 for the last time, and Hikaru dissolves into nothing, leaving Tsubasa alone.
It's harder than I thought to think of others, since I am having trouble separating scenes that are teary with ones that make me tear up. :sd:

Alien Nine: all of it.
Everyone seems to hate the crying in Alien Nine, but I think it's mostly appropriate and definitely fitting for the age and situations of the characters.

Doesn't fit competly but the "watery eyes" as we all called them in my anime club back in college years ago in fushugi yugi were pretty funny.

Any of the following fit the bill for me as "the best".
- Satoko's single tear in the Higurashi no Naku Koro ni OP, especially when you know what she's silently mouthing.
- Karl's streaming tear made with Saya's blood in Ep. 37 of Blood+. Very powerful and symbolic.
- Sora's tears after being unable to complete the Angel Maneuver in the second half of Kaleido Star. Beautiful and tragic all at once.

The scene that got to me was from Banner of the Stars II.
When Lafiel discovered that Jinto was alive she pushed her way past everyone to be at his side. Despite being told that Abriels should never show tears, we discover just how strong her feelings for Jinto truly are by openly crying tears of joy regardless of who was around or who saw.
