Ok I currently have set up... phone line jack/filter connected to modem connected to router (netgear features wireless and wired connections) on the 1st floor of the house.
however when I try to connect online upstairs on the ps3 or laptop using wireless, the signal is very weak or non-existent.
can i plug in a 2nd modem and wireless router to an existing phone jack upstairs? Phone numbers are the same. Or do I need to run wires between floors? Need dsl connection on both floors.

I would suggest getting a wireless signal booster:

Also, one thing you can try is see if changing the wireless channel that the router is using. It could be interference from other wireless devices that's causing the problem.

A second modem won't work, it would only cause problems. Moving the modem & access point (AP) would be better.
You want the AP to be about in the middle of the typical range of wireless devices. Somewhere in the middle of the house, near the floor of the second floor or near the ceiling of the first floor. Failing that, make sure that there are no heavy brick or concrete walls or lots of metal in the way, like duct work, electrical panels or wiring.

I thought the line filters were meant to be used on everything other than the modem in the house. At least, that's how mine has been set up.

depends on your filter... mine has 2 connections. one side is for the phone, 2nd is for modem. that way if you only have 1 phone jack, like in a small apartment/flat. you can still have a phone and dsl.
