Hellsing OVA 5 - who is the old man at the end credits?

When Penwood was making his final broadcast there was an old man getting into a car. He is shown again during the end credits with a flashback to the past of 3 men.

I am guessing it is Penwood, Hellsing and this 3rd guy. Any ideas on who he is?
