No, and it would be very hard to do for most DS games anyway

Any game, its just a stupid attachment with no actual buttons on it.

Like a Game Boy Player or something like that? No. Chances are, the lack of touchscreen support on the average TV is a significant barrier, even if the developers are fine with wasting most of the screen when aligning the DS video feeds vertically. That said, Square Enix did just bring out the new FFCC game, which allows Wii and DS players to play together; if it's successful, maybe some other developers will look at Wii–DS connectivity.
I didn't find a list of games that use the Wii Wheel, but it seems to me that driving games using the same or similar control scheme with the Wii Remote would be compatible. What games are those? Beats me. Other than MK, I don't play driving games.

Well, technically you could say the newest Final Fantasy: Crystal Chronicles can...just not the way you imagine. That game has a Wii and DS version that are apparently nearly identical, and you can transfer your data from one version to the other. But essentially, when you play the Wii version you're playing the DS version on your TV. Otherwise, no and it would be quite impossible given the DS's touch screen.

2) What games apart from Mario Kart can use the steering wheel?

Any driving game that uses the Wiimote on its own to steer can use the wheel alright. The two main games that come immediately to mind are Excite Truck and Sonic & the Secret Rings.
