That's a pretty steep price for the older series. Was it that popular in Japan? That's more like new series pricing at more than $20 an episode like that.

Goodness knows - the DVD release of the original series was pretty unusual, in so much as there wasn't a standard singles release of the show. The initial release actually had the DVDs of the show bundled in with a series of PS2 games. Those were actually pretty good value given that there were only three volumes which were priced pretty competitively compared to other anime DVDs, and doubly so given they had 4/5 episodes a volume and some pretty nice first pressing bonuses.
It wasn't for three years after that the show got a DVD only release as a boxset, and that's out of print now.

Not too much reason for me to get this since Funi advertised a US one a while back. Although considering there's been no info whatsoever on when it's coming, the Japanese release will obviously be out first.

Seems like the first season will be an upscale considering it's half the disc count of the second season. Still, suppose it's nice to have both on the same format.

That sort of reasoning is very much not true.
There are certain chances of it being HD, but the year suggest an upscale most likely.
