In Summary:

At the end of thirteen episodes, outside of the minor skirmish that played out in the last few episodes, I’m really unsure of what the point of all of it is. Of course, there’s more manga out there and obviously more episodes coming in a second season, but what they showed me here didn’t really hold me overall. There are some small moments of greatness here, such as the character designs which are classic and a lot of the opening sequence. The time travel aspects are really intriguing since they’re dealt with seriously at times and it feels out of place in the rest of the show, but it added a wonderful little angle to all of it. As a whole, however, Natsu no Arashi left me unimpressed and uninterested in continuing on past this season.

It's a very silly show, and about as light as a feather. I found it entertaining enough, but I can see how it might not be the same for others. If you can't really connect with the characters in any way, then there really won't be much of any appeal, since the plot, such as it is, is being delivered in such small doses that one can wonder if there even is a plot.
