From an unconventional definition I would say that from Magic Knight Rayearth Emeraude is brutal in that her request of the girls and actions they have to take in response cause some fairly long standing psychological scars with the three girls, as all three carry the burden with them home and throughout the second season. This struck me as brutal, even though it wasn't Emeraude primary intended effect.

First woman that comes to mind is from Higurashi no Naku Koro Ni Kai. Miyo Takano at the end of the Massacre chapter. She literally kills everyone in the end. What makes it even more brutal is her point blank exectution of Shion after she begged Miyo to spare Satoko. Then she plays around with Satako by giving her a one question quiz and immediately killing her even though she got the answer correct.

Yeah, my vote would go to her too with Balalaika from Black Lagoon as a close second. Here are some others I can think of:

Chiri Kitsu from Sayonara Zetsubou Sensei. She's the only girl that scares me as much as Kafuka. Deadly with a shovel.

Punie Tanaka from Dai Mahou Touge (Magical Witch Punie-chan). Totally no remorse as she ruthlessly beats the crap out of her enemies and inflicts untold amounts of pain with her submission moves.

The Death Records Manager from Detroit Metal City. She's just hardcore.

The instinct within Lucy/Nyu in Elfen Lied. This is more based on the events in the original manga. She's really vicious.

Kuroha Shiratori from Eden of the East. The Johnny Taker. 'Nuff said.

Hiroko Kaizuka from Shadow Star Narutaru. What she did wasn't totally her fault.... But still, what she did can't be described by any word other than being brutal.

Bleach's Kokaku and Soi Fon are both strong and unrelenting. Kokaku is probably the better answer because she routinely beats guys up for fun.

Nagi Kirima of Boogiepop Phantom also dishes out some good beatings (so does the title character)

Roberta is probably the most brutal woman in Black Lagoon, and the new series, if it reflects the manga volumes story after those used in its 1st 2 stories will show just how brutal she can be.

The androids in Dragon Ball Z are pretty rough too.

Ryomou Shimei, Ryofu Housen, Ten'i, Kakouen Myousai from the Ikki Tousen series. Ryomou's battle nature seems to have lessened greatly over time though. Ryofu's ending battles are enough said. Ten'i and Kakouen were both cold and extremely brutal in their fights.

Fudou Jun, Devilman Lady. This fashion model takes the cake in being 'fierce' by literally tearing her Devil-Beast adversaries apart with her bare talons. Try as she may to deny it, she loves every second of it too. I wish that I could also nominate Asuka Ran, but that whole penis thing makes it feel a bit unethical...

Maria, Witchblade. While Masane Amaha may be no shrinking violet, it's hard to top somebody who kills everyone she spars with, and even murders her beloved "father" once she learns enough about him to see she's only a tool for his own world altering scheme.

Ophelia, Claymore. It's hard to stand out when most of the character in a show are all sword-toting blondes with the power to turn into fearsome monsters, but she's the only one who enjoys torturing her enemies and making them lose all hope before she finally strikes them down. She even destroys any witnesses to her "transgressions", and comes up with new and exciting ways to toy with her prey.

Mariko, Elfen Lied. Only the innocent mind of a child would never understand the cruelty of tearing the wings off of a fly. Mariko has the power to do that to grown-ups, and doesn't for a second think badly of it. Lucy may be a moe-seeking Vector missile, but she does understand basic human emotions and the loosely defined concepts of right and wrong. Mariko does not, making her infinately more dangerous and vicious.

Although Lady Abelia (Now and Then Here and There) and Momoi Momomi (the psycho bitch from Mezzo Forte) are both pretty brutal. And since it was already brought up, I can't forget all the badass chicks from Black Lagoon.

Yeah, she was pretty sick and ruthless. She even licked the blood off her sword I believe. She is also crazy by attacking her own teammate if they prove to be strong enough for her to play with...she's one crazy bitch.

I have to agree with many of the characters already mentioned, especially those in When They Cry, Elfen Lied, and Black Lagoon.

I nominate Urimi Kanazaki in G.T.O. - She's a young evil genius who's just as heartless as any anime character out there, given the confines of the G.T.O. environment. Turn her loose in another series, and she'd conquer the world, just long enough to destroy it.

Also, half of the characters in Gunslinger Girl - When they're on a mission, they're cute little terminators.


Honorable mention - but not quite brutal enough:

Abelia in Now and Then, Here and There - she doesn't seem to be evil on her own, but she's ruthless in carrying out her orders
Maya Kamina in RahXephon - she's a very cold-blooded administrator, although not as "brutal" as many others mentioned
Ai Enma in Hell Girl - she's another cold-blooded type, and things don't get much more brutal than sending people to Hell, but she doesn't come across as being all that brutal, herself
Queen Diva in El-Hazard - she doesn't actually achieve much, and she's rather comical, but she loves being evil and is very enthusiastic about her work

Well there sure are a lot of brutal girls in the manga :relief: ...It's hard to pick.

My pick for the most brutal "woman" would probably be Morganna, the AI from .Hack//Sign. Granted, she doesn't dirty her hands with direct combat, but she's still willing to rip souls from bodies, perform radical (involuntary) brain surgery, and tear the flesh from Tsukasa's bones over and over again (ah, the wonders of a virtual body)

Other notables would include Gloria from Daphne in the Brilliant Blue, who's such a violent psycopath that her own allies have to taser her occasionally (or risk her slaughtering their clients), and most of the women from Tenjho Tenge. Oh, and then there's Kirika from Noir (who's fighting tactics involve snapping a man's neck with his tie and popping an eyeball with the temple of a broken pair of sunglasses).
