The term "moe" is often used for the protagonists and seldom for villains. Which villain do you consider to be the most moe?

To get the ball rolling, I'm nominating Queen's Blade's Airi.

Airi is definitely up there.

This is a type of character I like a lot

some suggestions:

Fate Testarossa (Mahou Shoujo Lyrical Nanoha)
Mir Teiwaz Artonelico (Ar tonelico: Sekai no Owari de Utai Tsudzukeru Shoujo [game])
Alfimi (Super Robot Wars OG [game])
Irui Ganeden (The 2nd Super Robot Wars Alpha [game])
Bell Zephyr (Night Wizard)
Alyssa Searrs (My~HiME)
Lydia (Tears to Tiara)

Fate Testarossa
Alfimi

Fate's a good pick but in the Nanohaverse I was more moe for Vita & Vivio. Wait Alfimi from SRW Impact? I still need finished that.

Other than Nanoha I guess I haven't watched enough shows with cute female villains. I tend to gravitate towards shows with bad guys I love to hate.

This isn't aimed at anyone in particular... but when you list the names, could you also list the series they are from? For those of us with less-than-encyclopedic character knowledge...

Does Tilel from Erementar Gerad count as a "villiain"?

If not, then there's Letuchaia from Kiddy GiRL-and and the Pure manga.

And from Polyphonica Crimson S... Iaritekke

I like this list. Especially the inclusion of Bell and Alyssa. Granted, now I'm stuck on who to mention that hasn't been brought up.

Does Hecate from the Shana series count?

Of course she does.

Moe is in the eye of the beholder right? Well I got me a long list.

Mitsuki Rara - Dual! Parallel Trouble. PR girl for the bad guys the Rara team and nearly defeated everyone in her sooped up Mecha. She also cooks, cleans, and blushes and gushes all over our main lead in typical deredere style.

Azalyn - Irresponsible Captain Tylor. The very young queen of the enemy Raalgon Empire. Spunky and saves our hero from execution by making him her pet and names him Paco-Paco. She was also a very adorable Prisoner of War.

Suigintou - Rozen Maiden. While she was deliciously evil in the original series, she won my heart with her tsundere behaviour in Traumend and her backstory in Overture.

Anemone - Eureka Seven. I prefer my tsundere's to be completely bat-shit insane.

Ray Beams - Eureka Seven. Beautiful, sweet, smart, intelligent, a great cook and loving. She can also kick ass and bring down the wrath of God on our heroes. Of all the villains she came the closest to taking out the entire Gekkostate.

Kuuya - Utawarerumono. Young noble ruler of an oppressed and hated people. It took a lot to convince her she had to conquer the world to save her people. But didn't she look adorable doing it with bunny ears and her secret talks with our hero Hakouro were just too cute.

Rena & Shion - Higurashi. Yandere to the max!

And for something a little different ....

Guu - Hare & Guu. If there is a villain in this show it would be Guu. She is completely adorable while causing all kinds of magical chaotic disaster and torturing Hare.

Miki - Ramen Fighter Miki. If there is a villain in this show it would be Miki. She is quite adorable when she isn't beating up people and breaking bones. Or is that because she beats up people and breaks bones. I forget which.

Honorable mention for Punie-Chan from Magical Witch Punie-Chan and Dokuro-Chan from Bludgeoning Angel Dokuro-Chan. They look so sweet and adorable even while killing and torturing people. While Dokuro-chan keeps it personal, Punie-chan has no problems with a little mass murder.

I should probably stop here.

I gues you can consider them in that same boat after seeing who other people are listing as villains. The villains would be Orfus, Jilltail, and Aljeena, but Tilel does not act like one.

As far as moeest villains, they would be Hecate (Shana), Rena (Higurashi), Artemis (Tsukuyomi Moon Phase), Tsukuyomi (Negima), and Ilya (Fate Stay Night). Not sure if you can consider Dead Master (Black Rock Shooter) moe, but she is a great looking villain.

Fate Testarossa (Mahou Shoujo Lyrical Nanoha)
This of course is who immediately came to mind.

And having recently watched Eureka 7, I can certainly second the suggestion of Anemone.

In my opinion Akao Hiiragi from Jinki: Extend . She counts right? And of course the characters from Higurashi: When They Cry, that goes without saying ;) .

What about Sabato-chan? Not only does she pursue Sakura with murderous intent, she's also cute, clumsy and incredibly unfortunate. She lives in a cardboard box!

As for anyone else. Mariko from Elfen Lied comes to mind. I'd say Lucy might count too, since she tends to switch from pitiable to monstrous in the blink of an eye. There are times you might feel sorry for her, then you'd quickly loathe her for some of the things she does.

I'm not sure about that. If memory serves me right, it was a case of possession. Thus while it was her body being used it was the actions of someone else. Granted, I suppose one might argue that even possessed characters should still count.

Problem is most of the villains that would fit never stay as villains - so Fate would win hands down. But outside of ones not already mentioned, Utau Hoshina from Shugo Chara would be my choice.

How about Galatea, from Bubblegum Crisis Tokyo 2040? She spends most of her screen time wondering why her sister hates her so (even as she tries to annihilate all conventional life on Earth)

Not sure if she inspires the "most" moe, but many of the best ones have already been cited.

Gretel - Fairy Musketeers

She even wears mittens when wielding her enormous sword.

That's why I was asking if she still counts or not  . I'd count her because it's still her "body", and all you know? Even if it's not really "her". The villian looks moe and that's enough for me. Even if Akao really isn't bad (actually she's one of the nicest people around), she is "made" evil, so I count her lol.

LoL...but you know what i mean ;). I didn't feel like writing everything out  . Sigh...I knew someone was going to quote me anyway though. I think the character is moe, she makes me go awww how cute and really feel for her. Good enough?

Another good candidate might be Hel, from Mythical Detective Loki Ragnarok. She's so lonely and desperate for attention from her father that she attempts a murder-suicide plot (and kidnaps pretty much everyone he cares about on Earth)

How about Galatea, from Bubblegum Crisis Tokyo 2040?
I was going to mention her, but thought she might not be "villainy" enough.
Wow . . . you have really high standards for villainy. This is the same woman who mindwiped her only brother, turned her mentor/savior into a living gargoyle, and reduced much of Japan to a desolate wasteland. What more do you want from her?

Akito Sohma, Fruits Basket. As soon as you learn that she's a she, then Akito's moedom becomes obvious.

I've got another candidate for "Most Moe Villain": Fenril, Princess of Disaster from Pretear. Originally an ordinary girl with "pretear" potential, she found that strength to protect the world through her immense crush on the Leafe Knight of Wind. However, when he was unable to return her feelings, her heartbreak permanently warped her powers, transforming her into the Princess of Disaster. All of her evil, and all of her monstrous servants, are basically attempts to gain his notice, and fill the gaping hole in her life
