Almost There: Animes that are half-way to getting licensed

Generally, licensing anime is simple in concept: Company A goes to a licensor in Japan and gets into conversation about licensing Anime B. But there are a number of animes that are licensed, but not in the way that we normally think. There are companies that fans call "middle-men" that license anime but don't release them; instead they license them so that they can show them off to potential "traditional" licensors.
