There are three dubs, one uncensored, one slightly censored and one fully censored.
I just checked the Japanese side of my DVD and Vega says "I'll kill you! I'll kill you for that!".
Same voice...

About the Planetes audio dramas, some of them were missing from the complete set because they were included in a second disc on some of the single volumes.

It could also be that this was Bang Zoom's first time authoring a BD and didn't properly prepare the audio tracks this time. They were the ones in charge of authoring it, so I'd first look at them...
