So in other words if you're going to pick up Ponyo anyway from BB for $15 using the coupon you may as well pick up one of the other Ghibli releases for $10 more.

Basically, yes. It's a hell of a deal, especially since these are discs that don't tend to receive any sorts of substantial discounts (i.e., high wholesale prices and no viability as loss-leaders).

The eternal answer: it depends.
The menus have been redone, which is fairly minor.
The discs include little lithograph prints, which are of differing value to different folks.
There are new extras. In addition to the "Behind the Microphone" segments with the English cast that were on the original discs, Disney went over to Japan and visited Miyazaki and Ghibli, and conducted a wide-ranging interview with Miyazaki about Ponyo and the three re-releases, which was then divided up by release and put on each relevant disc, along with other new footage about production on each film.
