Sure, quality isn't a totally accurate predictor of sales, but in a situation like this, its a pretty fair comparison.
I certainly wouldn't use it to compare two shows that weren't fairly closely connected anyway.
(and Railgun is a better show, anyway. So yay for quality being rewarded over mediocrity)

Index II sucks compared to season 1 as you said but has an increase in sales of 33% over that season. And Railgun is also more aimed at otaku than Index.. otaku =! quality.
You going to tell me that Durarara is 16k better than Baccano? Fujoshi's =! quality
Lets be reality, we know why those two sold better and quality had nothing to do with it.
