It would be terrible if they tried to get to volume 22 in season 3. They would be cramming 9 novels into 24 episodes, and that's not even counting SS2. We saw how horrible the pacing of some arcs this season were with just 8.3 novels, just imagine what it would be like if they tried to cram those in with the novels getting longer as you go on. They should only adapt up to novel 19 next season and leave the SS2 for an OVA and volumes 20-22 for the fourth season.
Also, NT is not a spin-off, it's a sequel to the original Index novels and a direct continuation of the story. If/when they make an anime of NT it won't be considered a spin-off but a sequel with a different title, like the difference between 'Naruto' and 'Naruto: Shippuuden'.

Anyway, yeah 9 novels does sound a bit too much now that I know how many they have done. Though does J.C. Staff have to do season 3 now? I mean isn't this one of the biggest titles they have right now.
I assume they'll adapt as much as they possibly can until they run out. Though I like the idea of adapting up to novel 19 and 20 - 22 for an OVA or OVA's. Though I have a feeling the next Index related thing we'll see out of them will be more Railgun.
