Yes, sicne he didn't change it when he initially creasted the orignal work in Japan. An edit made for the US release is still an edit reguardles sof who did it/okayed it.
He's free to do it (although I don't particularlly respect him for doing so), but I'm free to call it an edit and not support it with my purchases.
