There is action in Gunslinger Girl, yet I've never considered it an action series myself. IMO, anyone not familiar with the series who is looking for the standard 'girls-with-guns' fare would be disappointed. It's closer to Luc Besson's Léon, which is also drama before action.
That said, Gunslinger Girl is an amazing and very thought provoking series which is a desert island pick for me. A dramatic series with elements of action, it's about the girls, not the guns.
