I would assume it's likely FUNimation didn't have a choice in the matter. Most fanservice series that are licensed early are like this, same for Sentai too. They originally stream the most censored broadcast and then the home video release is later uncensored, sometimes with uncensored streams for the dub appearing around then.

If they want to fight fansubs, they really need to find a way to deal with this. I mean, they can offer both like it is the case the JP broadcast. They need to find ways to do that...

Is that true? I was under the impression that they only put the unedited cut up on cable.

I meant, they need to make available what is available on the JP broadcast, in other words available to fansubs. I don't know what versions are available.
