Are we already to that point or is there a filler arc where Luffy and Usopp fight before it? That kind of looks like Sogeking, but it's not quite. Hard to get a good idea from these little thumbnails, but it could work.

That's Franky. He wore a mask when he first attacked the Straw Hats.

Pretty good cover though, wish we got something like this for the second volume.

Freakin' epic. This has probably got to be my favourite cover that FUNimation has put out to date. Can't wait to see the Usopp vs Luffy fight dubbed as well as Franky's first appearance. I've already pre-ordered from RightStuf, so hopefully it will ship early again like the previous voyages.
