I don't think anyone did... if anoyone would have they would have made more copies in the first place! This is so amazing! I'm confident we will reach a minimum of 25,000!

~25k is still a major step down from ~40k but for sure the results have been impressive. I don't think anything up to the 19k line truly surprised me considering how it was ranking, plus its pretty strong B&M performance, but the sheer magnitude of this sixth week's sales was a surprise. Not to mention this is surely not the end, as Amazon is supposed to be shipping into February and with a BD 100 it'll already be ranking longer than normal. Maybe even 25k is too conservative a final guess.

I actually had no idea that any SAO sold 40k. Granted, I haven't paid any attention to it whatsoever. Was that the first volume or something?

Here it is so far:

Vol. 1: 44,331 (week 13)
Vol. 2: 39,348 (week 9)
Vol. 3: 35,867 (week 4)
Vol. 4: 29,709 (week 1)

Vol. 2 will hit 40k soon, and Vol. 3 might super long-term, but the rest could be a bit under. I don't think it'll average 40k, being 9 volumes and all.

Just like the tank battles of WWII, the Girls und Panzer v1 BD campaign will be analysed by marketing strategists in the future and become a case study. You have the initial blitzkrieg, then the lull to regroup as they ran out of supplies and the second offensive in the 6th week :D

Seriously though, looking at Actas and the things they've done I'm not surprised that they grossly underestimated the production of the BDs. If their official website is accurate, they haven't produced an anime as the lead studio since 2007. Not only is this their biggest hit ever, I think the sales probably outnumber the total sales of everything else they've produced.

And if they ever want to make a Girls und Battleship anime, Actas actually has some experience with Tactical Roar back in 2006

Actas was in charge of animation production. The Girls und Panzer Blu-ray discs are sold by Bandai. Bandai has misjudged production quantities before (see 2011's Tiger and Bunny for another stock shortage), so this is more on them than Actas.

Naval has been lacking in bishoujo military fun. We have armor (GirlPan, Sora no Woto). We have infantry (Upotte!!). We have an air force (Sky Girls, Strike Witches). Who will protect us on the high seas?

(I'm ignoring Lime-iro Senkitan, which I think was a flying ship anyway, if I remember correctly.)
