GJ Club is a NTV license. Sentai doesn't have any NTV shows in their lineup. Given that we see Chihayafuru and HunterxHunter from NTV and the My Little Nightmare drama from their drama side, it's unlikely that anyone has licensed the show in NA and is sub-licensing it to Crunchy.

Also note that the license region is the same as Chihaya Furu and Hunter x Hunter: North America, UK, Ireland, South Africa, Australia, New Zealand. And AFAIR My Little Nightmare, though I don't track the drama license regions
Might have been any number of hitches delaying the contract. The original creator might have told their agent not to sign off on any international distribution deal without their approval, without really meaning to include something as small potatoes as an English Language Countries simulcast streaming license.
