No. It doesn't mean there won't be one later down the line (though there is no assurance that there will absolutely be one like Baccano!). It may hinge on sales numbers and if there is a demand for it.

I was going to get this, but now since the date is near, I won't.

It's too expensive for something i don't care about.

$150 + shipping & Customs to Canada...this going to be near $200 which is ridiculous & i don't want this big lunch box with all the goodies.

Why can't they just release a normal thin bluray pack for people who don't care about the collectors edition?

Because their market is for Collectors first and foremost. It helps them to retain a very specific value on the products they release. There may or may not be a BD release, they have done it before like with Baccano, or they could just sit on it for a while.
