The same with pinguin drum second set is a fail in video wise in the bluraydefenition.com revieuw.

It's not a fail. There's just only so much you can do with an upscale.

It isn't an upscale (unless you define upscale as anything produced at less than 1080p, in which case almost all anime counts). I'm pretty certain the Japanese release was 1080p (not 1080i) and did not have all the interlacing artifacts this one appears to have. Frankly most of Sentai's releases these days look pretty sad.
