Index/Railgun Question

Is it 100% necessary to watch A Certain Scientific Railgun without watching A Certain Magical Index beforehand? Can both be enjoyed separately, or does Railgun build on the events of Index and thus would require a familiarity with the setting/characters to appreciate?
