The only formula I know for ideal measurements is the "Absolute Proportion Moe" formula, which details the ratio between knee sock length, mini-skirt length, and the amount of thigh exposed in the space between the lower hem of the skirt and the upper hem of the socks.

The formula is quite simple, really. Set a as the length of the miniskirt from the waist to its lower hem, b as the length of the knee socks from the knees to their upper hems, and c as the length of the exposed thigh between the hems of skirt and socks. a:c = 3:1, b:c = 4:1. Follow these proportions, and you'll have perfectly-baked cuteness in just thirty minutes! Moe Tsukishima from Moegaku is an example of a character designed along the "Absolute Proportion" guidelines.

I personally like how none of the sizes are actually known, so it would be pure speculation to include them, so nobody did.

To be on topic, I'd say it's somewhere in the 5/3/4 ratio?
