I think the U.N. stuff is mainly there to show just how out of hand things have gotten in terms of the Demoniacs. That it was no longer an isolated problem. Although given the whole infection angle, I'm going to laugh if the U.N. only makes things worse. Still it's hard to say if this will play any real role beyond that.

As for the new characters. Well actually one of them is the main character of the manga from what I heard. Also I get the feel that the manga and anime are possible interconnected. At the very least maybe reading the manga will probably help with the said character. Plus she actually appeared in episode 10. Still what matter is Snow is cool looking and thus she better get plenty of focus in the remaining six episodes.

Personally in the context of a series that can be divided into arcs I find the planning and direction to be just decent so far. Sure the focus changes as the story progresses, but I find it to be a sensible progression. Still there are disadvantages to such a strategy as each arc gets limited time to work with and the transition has to make sense. That being said the final fourth of the series will be the most challenging. Simply because it has to wrap up everything up and won't be able to say "I'll let the next set of episodes do it"
