In a strange twist of fate, the man who once voiced Batman (Batman: Year One) will now play James Gordon. Fox's Batman prequel has found its star in Ben McKenzie (Southland, The O.C.). McKenzie will play the man who will become Commissioner Gordon in Gotham, a series that takes place when Bruce Wayne is still a child.
“Gotham is described as an origin tale centering on DC Comics fixture Commissioner James Gordon and the villains that made Gotham famous”. - The Hollywood Reporter
We also know that at this point, “Gotham's Gordon is a rookie detective for Gotham City Open Police Department's Homicide Squad. A college football star, and a war hero, Gordon was fast-tracked through the GCPD ranks. He's brave, energetic and honest. Driven to live up to the classical virtues of a father he barely knew, he's an idealistic soul, to the point of naiveté. That virtue is tempered by analytical intelligence and an ambitious alpha male ego -- he'll back up his naive ideals with action”.
This is a reuniting of McKenzie and The Mentalist showrunner Bruno Heller who is overseeing Gotham.
