So I guess the pentagon makes a habit of leaving decomissioned super weapons lying around where children can find them. Cool.
I find that Diesel is not a draw for me in films. I'll have to wait to see a trailer.

Beyond the sixth Fast and Furious film and a third Riddick adventure---both of which are in development---Vin Diesel has another action film on his horizon. HR is reporting the star has been set to lead MGM's The Machine, a project that was written by Robert Ben Garant and Thomas Lennon (Night at the Museum) and will have Diesel in the producers chair via his One Race Productions banner. While no director is currently attached, the trade reports that MGM hopes to have it shooting by this fall.
Plot Concept: Diesel will play “a human-like machine created in secrecy by the Pentagon as the world's first true ultimate weapon. Twenty years after the project was buried and decommissioned for reasons unknown, The Machine is discovered by a kid who befriends him. When the government learns it has been reactivated, the Machine must protect the family harboring him.

Almost sounds like a live action and miniaturized version of Iron Giant...which Vin had a voice in.
Diesel will play "a human-like machine"? How is that different than his previous films ... or real life? At least it won't be much of a stretch for him.
All this needs is Jean Claude Van Damme and you got another Universal Soldier.
