It seems as if that was indeed Harley Quinn teased to us in that Arrow trailer a while back. It looks as if the character will return to the small screen in an upcoming episode. This does create an interesting conundrum. If Harley Quinn is in the Arrow universe does that mean so the Joker is too? And what about Batman?

Deadshot himself, Michael Rowe, released the Behind the Scenes photo via Instagram. Check out Cassidy Alexa as Harley (the blonde), alongside Deadshot and Bronze Tiger (Michael Jai White), Shrapnel (Sean Maher), Amanda Waller (Cynthia Addai-Robinson), and John Diggle (David Ramsey).

 Yeah, she showed up in the Suicide Squad episode a few weeks ago.

Actually she was teased in 2 episodes.  We got the back of her hair.  Then last week we got a voice.  Maybe she will replace Shrapnel in a future episode.

 Maybe I'm wrong, but isn't this just a behind the scene photo taken during the shooting of the Suicide Squad episode that aired recently?  What makes the writer think this indicates that the Harley character is going to be in a future episode?  Unless their including a flashback to when Shrapnel was still alive, his presence in the pic (along with the yellow outfits we saw in Suicide Squad) strongly suggests that this is an old photo. And even if she is, since she wasn't shown on camera from the front, there's no guarantee the show would use the same actress/look in future episodes.

Ok, let's help clear this up. Yeah, that's Harley. No, it's not an indication of future appearances. Doesn't mean another appearance won't happen, but this isn't the confirmation.

This weekend at Emerald City Comicon Stephen Amell stated he saw the preview, called up one of the exec producers (can't recall which one) and asked if that was meant to be Harley Quinn. The response was, "You bet your ass that was Harley Quinn."

The photo is indeed from behind the scenes of the "Suicide Squad" episode that aired recently. She has the white face make up on in order to further obscure her face as it was viewed through the frosted glass of her cell door. What will be interesting should they decide to bring Harley back in a larger capacity will be how they handle the fact that they used Tara Strong (the new voice of Harley Quinn in games and animation) as the voice in Arrow. Recast the role with Tara? Dub over the actress playing Harley? Or just have whoever the actress is playing her do her own version of the distinctive voice.

You can see a short clip of the scene she appears in on youtube. Search for ARROW - Harley Quinn (clip "Suicide Squad").

The voice for Harley is done by the animation actress Tara Strong. I imagine this isn't intended to be a regular  or guest character but probably a fun nugget for us fanboys.

 Monkeyfoot - I was excited that they used Tara Strong's voice for the scene in the cells. I am not sure why they would use another actess for the scene unless Tara was unable to make it to the set that day. I am curious to hear more.

It may be nothing, but hopefully it generates enough buzz to get the attention of the show's producers and they end up putting the character in a full episode (or more!). I've never seen Tara Strong act - only heard a lot of her voice-over work. But from her picture she might have the look. It would be cool (and a nod to fanboys) to have the actress who voiced the character of Raven actually play one of the characters in the DC universe on TV.

Looking at her IMDB, It appears, that Tara Strong has never been in front of a camera.  Not that the actors in Arrow are Oscar winners, but being just a Voice actor doesn't mean you can act on screen.  I think this was a nice little nod to the fans, with a little test run to see if she would cause some buzz as to whether to add her.

 She's actually been in several movies and TV shows that are live action..
