How can I turn on the button that allows me to post a image?

You mean, in your message? You can post an image.

But if you aren't seeing it, maybe it's because you didn't allow images in your options. Go to USER CP/EDIT OPTIONS. There is an option to see or not see images in messages.

Or if you meant, uploading an image. You have to upload the image somewhere on the web (like Photobucket or else) and link it here.
