Cap's original Partner (http://en.wikipedia.org/wiki/Bucky_Barnes), Now known as the Winter Soldier.
As for the gun? They look like they are going for the look of the old 1940' Serials.(If i had an image i'd throw that up)

Looks kinda like Alex Ross crossed his old concept for the Spider-Man movie costume with Captain America....
