If they would arrest this guy for responding to a come-on, they should respond likewise to any woman who does anything but sunbathing while topless. When you get into social conversations with your titties hanging out, that seems to me to fall under indecency. You're no longer in it for the tan. With that in mind, and that having been EXACTLY what their bait did, it sounds like entrapment to me.
